I have opened the document in Word 2000 - no problems - everything 
displays correctly.

My guess is - the document is a locked template of some sort.

I can type in and edit the data entry fields - save and the close the 
document - then open and edit it again.

But I cannot even "highlight" a section of the document - as soon as I 
release the mouse button on a selection - the cursor jumps to the "next" 
data entry field.

I suggest you contact the owner or creator of the document.
