You're kidding right? Anytime you even use the word open source in 
government circles people think you're foaming at the mouth.
http://www.opensource.wa.gov.au/ is a bit of a joke really; there's no 
govt department really actively interested in OSS (besides the odd linux 
boxes in the backends..)
