This can also be the internal forwarding permissions/settings for OpenVPN.
If you can examine the routing table and it all makes sense (perhaps
where you have the route via the default gateway set up in the client
to route directly to the VPN box) and you have connect then its a
routing issue. If it all is right and still not working you'll need to
double check the permissions/settings for the VPN itself. Basically
OpenVPN's internal routing table will need to know it should send the
packets over the VPN to the hosts on the client network.
I no longer have access to the old VPN setup so I can't double check
the configuration I had working, but this was one issue I faced - and
I have pretty much the same setup - although at both ends the VPN box
was not the default gateway so the default gateway was routing the
traffic.
