I use dirvish (http://www.dirvish.org). It sounds similar to the
rsnapshot you mentioned, but seems to have solved the issues you had
with it. At least, I haven't noticed anything yet :)
It takes a full backup to initalise each repository (or vault, as it
calls them), then from then on it takes only incremental backups, but
hard links in files that don't change. Thus as far as anyone is
concerned you appear to be doing a full backup each night, but only
using the disk space for files that have changed.
I've only been using it about a month, but AFAIK you can create a file
tuesday, delete it on wednesday and it will sit in the tuesday night
backup for as long as you care to keep it there.
As for backing up OSX - I haven't really done much with this, but when
I have backed up my sisters iBook in the past I didn't worry too much
about the resource forks (ie. I just copied the data over using cp;
this was a once-off thing). She doesnt seem to have had any issues.
