I hate to admit it, but:

* Yeah, cygwin is quite nifty and useful for running UNIX code under
  Windows.
* But if you want to script windows stuff, learn VBScript and write system
  stuff that way. Its not that hard and you get better access to all of
  the crazy Windows stuff.
* Unless you then want to write perl scripts with perl wrappers to DLLs..
  eew. Doable, but eww.

VBScript might make you puke but you'll be surprised how powerful it is. :)
