Nope

Publisher files are a collection of OLE components, meaning it uses bits
of other (Windows-only) programs to do the work.

There is an option in newer Publisher's, under the File menu, to prepare
for professional printing which is a fancy name for saving to EPS/PS

I can't seem to get OO to open it. Is there anything other than MS 
Publisher that I can work with?
