For remote root logins ssh keys are often a better option in my
opinion than passwords, mostly because you can't brute force a ssh
key.

For a system that's screwed with networking down, though, the ability
to login via console is invaluable, so I'd say root passwords will be
around for a while. Noone except the person with physical access to
the system needs to know them, though, and there's certainly no need
to be able to login as root via SSH using a password (or possibly at
all).
