Not too sure, but I did get this from Westnet a few mins ago:

Issue: Unscheduled Outage

Due to an unscheduled outage in a third party provider's network at
10:15am WST (12:15pm EST) today, customers in Western Australia are
currently unable to reach sites outside WA.

Customers outside WA will be experiencing difficulties when attempting
to reach Westnet Hosted Web and Mail Services. Third party provider
technicians are continuing to investigate this is at a high priority
but unfortunately we have not been provided a time at which services
will be returned to normal.

Linux supports the notion of a command line or a shell for the same
reason that only children read books with only pictures in them.
Language, be it English or something else, is the only tool flexible
