[plug] Internet Outage

It wasn't down, just slowed to a crawl.  Access was intermittent for the 
most part.

I spoke to Westnet about 10 mins ago, it's all OK now.  Don't know what 
the actual cause was, Westnet may not  have known either as it was 
reported as a problem with a '3rd party provider' (could have been 
Telstra, Powertel, or someone else).
