[plug] 'at' bug in debian, ubuntu

Ok, I pushed past my fear of lex/yacc and found the bug.

But it turns out this was reported in Debian TWO YEARS ago.

It just needs one simple test added.
What do you need to do to get such a simple patch applied in debian?
As far as I can see, this is a Debian package, not a GNU one. Is that right?
