Fully agree,

It really comes down to the time and effort (and personal pride) that 
the web developers put into their work.

In the company where I work, if the designers send us layouts etc that 
contain flash content, we as developers have the power to reject the 
content / design if that design / content does not include non flash 
content. We just won't do it if the non flash users cannot access the 
content.

We always do the non flash content first, and once that works 100%, then 
we put the flash content after that.
We also make sure it works with Windows based browsers, mac based 
browsers, and linux based browsers before it goes live.

As you can see from the above, all his will take time, and increase the 
time to deliver date. (and thus the cost, as time = money)

Some companies just don't care....... If it works in windows, with IE, 
then who cares about the rest.....
