I will have a look at panasonic toughbook.

Price is not an issue, I reckon approx $8000.- with all the specs required, 
3GHz Core 2 Duo, 4GB Ram, able to draw 1 amp from usb port for external 
devices and 2x 16550 UART Com Ports and min 1600x1200 resolution on 17" 
screen.
