www.carotcollins.no-ip.org resolves internally (using your hosts file)
but externally there's nothing listed for www.carotcollins.no-ip.org

I'd suggest looking into whether no-ip.org allows "wildcard dns". It
means you could choose www. , mail. , turtlenose. , or even
marcos.carotcollins.no-ip-org as they would all point to whatever
carotcollins.no-ip.org points to. Then you can start playing with
virtual domains on your webserver :)
