I did some light research into this about 9 months ago, with the help
of some pretty decent barristers (corporate litigation types).
For the most part out legal system is based on precedence, and to date
there has not been a successful case of an employee winning this
argument.
For the most part, e-mail and internet traffic at work is (within
limits) in full controll of the employer.
In fact if the employer doesn't take precautions about restricting
access to offensive sights they're at serious risk of being
successfully sued for such things as sexual harassment.
Blocking access to specific sights is very definitely allowed.
