[plug] update problem with debian

I'm getting a W: GPG error: http://non-US.debian.org
<http://non-us.debian.org/>  stable/non-US Release: The following signatures
couldn't be verified because the public key is not available: NO_PUBKEY
F1D53D8C4F368 message when I do an apt-get update.  Is on my side or on the
debian.org side? Any idea how to fix this?
