[plug] WD drives coming formatted as NTFS?

You've stated that the drives were in Samsung plastic shells? This is an
indication that they may have been used.  Take them back to the vendor and
point out your case.  If they refuse to give you new drives in the
anti-static bags or if they are giving you "used" drives report to the
proper authorities plain and simple.
No drives brand new drives should have any partition of any OS on them.
