Most drives WILL come with a formatted partition on them. In the past,
it used to be FAT32 for most drives, and then I know WD and a few
others started formatting them with NTFS after XP came out. The idea
is so that users can put them in their computer, and just start using
them.
But, AFAIK they shouldn't have OS stuff on them, i.e. System recovery
folders or windows XP folders. Only External drives should have some
software on them.
