Are you writing an image to the CD, or writing one file to it?  When
you put the burnt CD into an already running system, what files does
it contain?  If it contains just one file which has the same name as
the CD image you downloaded, then you've burnt it as a file, and
you'll need to check whatever burning program you're using to find out
how to burn an image.
