[plug] Mailing lists back online!

Good evening everyone,

I'm pleased to report that the PLUG mailing lists are operational
again, after a bit of a break. We had a number of unfortunate issues,
including a couple of hardware failures, and we've moved the lists to
a new server.

All lists except plug-announce should be operational again. We're
unfortunately missing the mail-to-news gateway and the shell server
for the present, but we're working on getting them online as soon as
possible.
