I can give you a simple script that will scan each page then combine
them into a pdf file. It's actually a script off the net that you can
google for, I've just made a php version to use from a browser.

Ocr is a whole kettle of fish as you generally get the ocr as a text
file, not formatted like you'd want in a pdf. Not impossible, but
difficult. See things like
https://lists.launchpad.net/cuneiform/msg00058.html for how to make
"searchable pdfs" with the ocr text but the scanned image.
