was introduced in the 2.4 kernel series, the 2.2 only defines
SIOCGSTAMP. And ping is probably trying to use the SO_TIMESTAMP
method (whatever) first and can't so falls back to the old method,
so it doesn't really seem like it should be a problem. Does RH7.1
come with a 2.4 kernel? I didn't think it did though.

Can you recompile or try a previous known good kernel and show the
pings work? Can you ping the NIC's own address, and does
ifconfig/ipchains/`cat /proc/net/dev` show any packets going through
at all?
