[plug] govt software review

In from the sidelines again :}

     I definitely have some input in this area :}

     And NDA's I signed have expired ;}

     Soooo..  not going to disclose but can absolutely can discuss 
relevant issues regarding this and the "Recent comments made to 
Education and Health Committee" post earlier that I have been biting my 
tongue over..

     I'm not going to bag the current setups, just suggest some things 
that have been overlooked and under evaluated.
