I'm afraid that it doesn't according to our present constitution - the
Dept. of Commerce new model constitution dropped the clause about proxies
and when we updated the constitution we didn't put it back in :(.

However, if we don't get enough people this time we can proceed anyway.
Our normal practice in this case is to adopt whatever decisions came out
of last weeks "informal" AGM.
