[plug] irc proxy

Is there  something like an irc proxy I can run on one of my servers
that I can leave connected to various irc servers/channels and then be
able to connect to using a client (hexchat is my current favourite) and
get any updates from the last time I connected?  Bonus if it updates on
a per client basis so if I connect from home or work, it will provide
the missing backlog per client.

I cant find a googly term that allows me to search for likely candidates
but this seems like something useful so I presume there is something to
do this.  There do seem to be a few websites that reading the "blurb"
might do this but I am specifically after something I can run/manage and
does not hand data off to a third party.
