iperf can be good if you own both ends ...

Depends on what you want to do ... can very quickly become "how long is
a piece of string ... ", especially if you are testing a path you don't
own (control)

A method reasonable for you <> ISP is to use something like iinets 10
and 100M test files on their servers ... that way for iinet, you are
testing your link between them and you (only) ... and not the cable to
the states if its something like speedtest.  As well as up/download
speeds, dont forget to check latency and packet loss.

And if its a (a)dsl link, check what your modem is showing, and the
ISP's gear (can be done with iinet, not sure about others) just to be
sure its actually set to what you think it should be.
