[plug] iiNet slowdown?

Thanks James, Linda and Ben.

I just did the test below below - its typical no matter what test 
server/website I use and the low bandwidth fits with the other symptoms 
(stuttering video when multiple streaming etc.)  It was a very 
noticeable change on Friday where the link seemed quite unstabel. I just 
rebooted the gateway to make sure its not my end with no change.  If its 
still like this tomorrow I'll put in a service call.
