[UGMM] Upgrading UGMM to work with Debian 8 and Smarty3

Hey all,

I am working on my own fork of UGMM for the Computer and Security Student
Association at ECU as it fits our needs.  However, I have found that UGMM
does not work with Debian 8.  The primary issue seems to lie with Smarty
being upgraded from 2 to 3.
