Agreed there are many other aspects of  firewall that need to be considered.
Such as tcp_wrappers for the (limited) services that are offered on the box.
Limited logins. Preferably only one person can login from one location, file
permissions, console only root login, etc.

There are plenty of books on firewall design in the shops (or library).
