At the boot prompt (if it is a GUI hit control and x at the same time)
type "linux 1", this will take you to run level 1 and a bash prompt then
you can switch off some services to what is causing it to loop.
Check also your /var/log/messages and dmesg files for clues.

I'm asuming you mean RedHat 7.1 and 7.2, if so and you only have 48MB
RAM I'm surprised it let you install without a warning of a base memory
of 64MB.
You may want to try going to RH 6.2 with all secrity patches applied (
just a suggestion).
