I've gone through and made this change to all PLUG mailing lists to
set from_is_list=1, so all messages should be treated the same as
those that were coming from strict DMARC policy domains.
This should also help out with delivery to UCC members, since their
server was rejecting messages that were sent by other UCC members,
despite having a p=none policy.
There's still problems with delivery to The Messaging Company (i.e.
old iiNet/WestNet/Internode/etc accounts). I've got them queued
separately for slow non-concurrent delivery, but they seem to only be
accepting 15 messages a day across all recipients. If there is more
than one list post a day, the queue starts to grow.
Maybe things will change if list messages are DMARC aligned. But if
not, those members might end up having delivery disabled.
