The reason is in the IP range itself: 192.168.*.* IP addresses are
reserved for private *not accessible from the public) networks.

Nobody will route to them except (possibly) the machine at the other end
of thge ppp connexion.

With standard approved IP addresses standard routing would suffice and
would need to be configured appropriately both ends of the PPP connexion
and on the LAN..
