Thanks to all those who offered assistance. Of course the weekend
didn't go as planned but I was able to get Debian working as a proxy by
typing in a new gateway:
route add default gw <Westnet's modem server ip number>
route del default gw <my LAN gateway ip>
Redhat I didn't get working. Modem connections hang up after about 5
seconds. Trying in minicom, I found that I wasn't even getting a login:
or password: prompt. I guess that suggests that either the modem is
reset differently in Redhat (eg the ATZ not getting through) or that
Debian sends some magic first that encourages the server to stay online
(something to do with PAP or CHAP?).
