That's right. Samba (and NT Server) can only be Master Browser for the Domain or 
Workgroup that they belong to.

On the other hand, has the WINS server discovered the IP's of the machines in 
the other Workgroup/Domain. If so you can use their names in requests to share 
resources and it should work?
