Edit /etc/host.conf

Mine contains:

order hosts,bind
multi on

The first line tells the system to check the /etc/hosts file before
querying bind, the second tells the resolv+ library to return all valid
addresses for a host that appears in /etc/hosts, instead of the first it
finds.

It has a manpage in the more recent Debian releases.
