[plug] telnet on Mandrake

They (hosts.allow/deny) were set to the default blank - first place I looked.
Also set up hosts.allow on the offchance but that failed as well.  Also telnet
itself is OK, can telnet to another box ok, anyone else with Mandrake have this
problem?  Cannot find any hints in the documents etc and have wasted a few hours
searching but no luck so far and cannot remember it being mentioned anywhere on
lists etc.
