Certainly, Perl mastery is a prerequisite for guru status on any platform.
But if you only wish to knock together a few interactive web pages or
publish a database online, you don't "need" to learn Perl. In my
experience, PHP is purpose built for those types of tasks, manages it with
half the effort and might be easier to learn too.
