Perl (which has a DBI module for integrating with databases such as
PostgreSQL et al ad infinitum) is better than PHP because you need to
learn Perl anyway.  Why learn two languages when you only need to
learn one.  Perl is also more flexible.

Sure it does.  It basically tells you everything you need to know
about the core language, but not the extensible bits of it, and not
some of the weird things like references.  You will certainly become
proficient in simple scripting.

I've got a "Learning Perl" which I guess I would be willing to lend
you, or I would part with it permanently for half price.
