On a RH 5.2 system (and at least some earlier versions) you can edit
/etc/pam.d/login.

Comment out ('#') the line that says 'auth   required
/lib/security/pam_securetty.so'

That will let you in but I'm sure it raises a whole plethora of other
issues.
