I don't believe that the GNU system and components have to be licensed
under the GPL - merely that they have to be free software and hence under
any of the free software licenses.
(http://www.fsf.org/philosophy/categories.html).  Note also that GNU is
not a license agreement just a collection of free systems and the project
who's aim it is to create these systems.
