http://eggplant.rte.microsoft.com/ explains that it is a "research site
dedicated to testing and interoperability. In addition to hosting some
research content, it is used for interoperability testing for various
protocols and applications as well as standards development.

The information on this site is unofficial and makes no statements about
Microsoft policy or products. This site is a research repository for
mailing list discussions, publicly available drafts, and mailing list
discussions which are hosted by Microsoft as a service to the standards
community.
Topics:
RVP - Rendezvous Protocol
GENA - Generalised Event Notification Architecture
CARP - Cache Array Routing Protocol
WPAD - Web Proxy Automatic Discovery"
So it appears to be unofficial and used just to promote discussion about the
above topics. Also is probably some Microsoft engineers toy !!!
