Both of these libs are in base/ because they come on the base disks when
you do a fresh install. (important required packages)

Also, as I found out after I got the cdimages, in the slink/main directory
there are 2 subdirs - upgrade-2.0.i386 which contains a version of apt
linked to the libc6 that comes with hamm, and upgrade-older-i386 which
contains an apt linked with libc5.
