[plug] ulimit and gecos

I'm using slink and want to implement user quotas.  /etc/login.defs
says (uncommented by me):

# Enable setting of ulimit, umask, and niceness from passwd gecos
field.

QUOTAS_ENAB             yes

...and later...

#       ULIMIT          Default "ulimit" value.
...
# The ULIMIT is used only if the system supports it.
...
ULIMIT          2097152

I kill -HUP'd init and added a new user, but no quota information
appeared in the gecos field in either /etc/passwd or /etc/shadow. 
Neither does chfn prompt me for the information.  I'm not sure how and
where to add the quota information to the gecos field.  Does anyone
have any tips?

Maybe this isn't supported at all.  I did a search on deja.com but
didn't come up with anything.
