IPChains does not need ipfwadm. The only thing I can think of that ipfwadm
(or your ipfwadm scripts) might be enabling is IP-forwarding.
The /proc/sys/net/ipv4/ip_forward file should contain a '1' if it is
enabled, a '0' otherwise. I'd check that first, but there are probably
other possibilities I can't think of straight away.
