Define your terms; what do you mean by "all of it?"

If you want to translate /etc/paper.config then you have to change every 
program that interprets its content; even FINDING all the programs chould 
prove challenging.

OTOH, if you're happy with just the user interface, I think you'll find 
gnome and KDE both do French and Italian; certainly I had my gnome menus 
in French for a while.
