[plug] root server problems again

One of the root-servers is having problems again (this happened a couple
of weeks ago) which means people with email addresses in .com domain will
be having intermittent problems receiving email.

Most notably, plug emails to hotmail.com and erggroup.com have been
bouncing today, but I think I have managed to get it working for the
moment so those of you with addresses in those domains should receive this
message.
