It's entirely legal. The bigger problem is finding each other (for which
I use the yi.org system).
To be sure (for example, if FTP serving is explicitly forbidden in his
terms and conditions (it isn't for a dingoblue dialup as at yesterday))
that you're not runnng an FTP server, put OpenSSH
(http://www.openssh.com/) up on your box, add a user account for him and
get him to scp stuff in and out. Scp is also safer, since your passwords
(and the data you're shipping) aren't exposed to sniffing en route.
If he is stricken with Windows, I use and recommend PuTTY (type that
into http://google.com/ and click "feeling lucky") which also has an scp
program (pscp.exe).
