[plug] Slightly OT No mp3 url's

This is a little off topic but PLUGer ISP owners or workers might be
able to answer this.

Below is a reply from my ISP to a question regarding access to mp3
url's.
Its the only explanation I am able to get.

Is there a reason why?

Is there a way I can gain access to a Freshmeat or Twocows like
repository of
linux MP3 software which does not have mp3 in the URL? 

I'm looking for console based mp3 to wav conversion but its a little
difficult to tackle
without access to any url with mp3 in it.
