If they can't do accounting, the chances are they can't do firewalling at
all. Can you reach said MP3s after disabling the proxy? (ftp or http)

In a free market, I should hope our government can leave it to the
customers to inflict their own punishment on them.
What are you going to do when Gimp3.0 comes out?
