Check whether you've got suexec compiled in (httpd -l lists all
compiled-in modules - suexec will normally be reported on at the end of
the list). Read the docs on suexec at www.apache.org - I'm hazy on the
details, but it places severe restrictions on where you can run cgi
from, and that might just be the problem.
