Along the Proxy ideas, you could use Apache with the (standard) Proxy module.
AFAIK it is very customisable a la the rest of Apache, so you can do different
Proxying behaviour for different locations... (ie; You should be able to get it
to keep all Apt-got files forever).

I wouldn't mind setting this up for home myself. ^_^
